في عهد الإنتداب الفرنسي في بلاد الشام، خاطب السيد محسن الأمين المسلمين، سنّة وشيعة (وهو المرجع الكبير الذي لم يدعّ إلى خلافة أو ولاية عامة): "بقينا تختلف على من هو خليفتنا حتى أضحى المندوب السامي الفرنسي خليقتنا".
والحقيقة أن تاريخ المسلمين الفعلي، إذا استثنينا طوبى الخلافة الراشدة عند أهل السنّة، وطوبى "الإمامة المعصومة" عند الشيعة، لم يشهد إلا "دولاً سلطانية" عند هؤلاء أو عند أولئك، استضاف بعض سلاطينها "خلفاء" يكاد لا يعرف التاريخ أسماءهم، أو اخترع بعضهم مؤسسات نصّب عليها فقهاء لكسب "شرعية دينية" أو ادعى لقباً من ذاكرة "خلافة" كادت تنساها تواريخ أخبار الخلفاء وسيرهم بعد أن تمكن "أمراء الإستيلاء" من تشييد "سلطانهم" الكبرى أو الصغرى في مختلف أصقاع العالم الإسلامي.
هذا الكتاب يعالج إشكالية العلاقة بين الفقيه والسلطان في تجربتين سلطانيتين كبريين شغلتا قروناً من الزمن التاريخي العربي والإسلامي ما قبل تكوّن الدول الوطنية في العوالم الإيرانية والعربية والتركية: التجربة الصفوية - القاجارية والتجربة العثمانية.
