من الظواهر الإجرامية التي فرضت نفسها على دول العالم في هذه الحقبة من الزمان الإرهاب الأسود، المتمثل في العنف المدعوم بالفكر المتطرف الذي يقود إلى حرمان الإنسان من حق الحياة المطمئنة ويروعه، ويزعزع الإستقرار الإقتصادي للدولة بضرب أنشطتها ذات العائد اللازم للتنمية بما ينعكس سلباً على الشعب ويزيد من معاناته، ومن الظواهر الإجرامية أيضا غسل الأموال القذرة المتحصلة من جرائم تجارة السلاح والمخدرات والرشوة والإختلاس والغش والعمولات، وما يقتضيه إنفاذها في دولة ما إلى إفساد الضمائر والذمم، ويزيد من خطورة هذه الجرائم اتخاذها نمط الجريمة المنظمة العابرة للحدود الوطنية، فلم يعد التخطيط لها وإدارتها وتنفيذها يتم داخل إقليم دولة واحدة، بل يتم نسج خطوطها عبر دول متعددة لتنفيذها في الدول المستهدفة بالجريمة.
من أجل ذلك كان لزاماً مواجهة جرائم الإرهاب وغسل الأموال تشريعياً وقضائياً، إلأى جانب المواجهة الأمنية. وقد سلكت مصر في ذلك ثلاث محاور: (المحور الأول: على المستوى الوطني، والمحور الثاني: على المستوى الإقليمي، والمحور الثالث: على المستوى العالمي)، ونتناول كل محور من هذه المحاور تفصيلاً في أبواب هذا الكتاب ثم تعرض تقريراً مستقلاً عن أحداث 11 سبتمبر والحرب على الإرهاب أعده "د.ألبرت دي ياستور" وترجمه الأستاذ الدكتور/ عبد الجليل مصطفى أستاذ أمراض القلب بقصر العيني.
