يتناول الدكتور "عبد الفتاح مصطفى الصيفي" في كتابه هذا "قانون العقوبات- النظرية العامة"، وهو في تناوله هذا قد فصل وقسم المكونات إلى أبواب ثم مباحث فلم يترك شاردة أو واردة إلا أحصاها في هذا الشأن، فنجد على مدار ستة أبواب قدم لنا تعريف القانون وقد لما يلي مقدمة وافية في حديثه عن أهداف القانون الجنائي وحماية المصالح وتوفير الطمأنينة وتحقيق العدالة، وقد قارن بين القانون الجنائي والأخلاق والدين، وقد جاء هذا في فصله التمهيدي عن القانون الجنائي وصلته بغيره، أما الأبواب الستة التالية وهي: القاعدة الجنائية، النظرية العامة للجريمة، الأشكال الخاصة للركن المادي، الأسباب المبيحة للجريمة، المسؤولية الجنائية وأخيراً الجزاء الجنائي.
