يضم هذا الكتاب بين دفتيه موضوعين رئيسيين هما: ذاتية علم الإجرام، ونظرياته، أما الموضوع الأول الخاص بذاتية علم الإجرام فاقتضت دراسته من المؤلف معالجة الطبيعة العلمية لدراسات هذا العلم وتحديد الوقائع التي يتناولها هذا العلم بالدراسة والأشخاص الذين يخضعهم لها. كما يتناول هذا الشق من الدراسة معالجة منهج البحث في علم الإجرام، وتحديد رسالة هذا العلم, والإشارة إلى نشأته.
أما الموضوع الثاني الخاص بنظريات هذا العلم فاقتضت دراسته من المؤلف معالجة النظريات العلمية التي تصدت تفسير الظاهرة الإجرامية، وتنقسم هذه النظريات إلى فئتين: أولهما تستند في دراساتها على عوامل بيولوجية أو نفسية، وثانيهما تستند على عوامل اجتماعية، كما ويحتوي الدراسة على فصل تمهيدي عالج فيه المؤلف موضوع العلوم الجنائية بصفة عامة، ووضع علمي الإجرام، والعقاب منها كما ويتناول في هذا الفصل تقسيمات العلوم الجنائية ووضع علمي الإجرام والعقاب من كل هذه التقسيمات المتعددة.
