تستأثر جرائم المخدرات باهتمام العالم أجمع باعتبارها جرائم تهدد المجتمع بأقدح الأخطار الإجتماعية والصحية والإقتصادية والإنسانية. وحيث أن التصدي الفعال لهذه الجرائم لا يتم إلا وفقاً لقانون محكافحة المخدرات. دأب مؤلفا هذا الكتاب إلى وضع دراسة شاملة تجمع بين النصوص القانونية والإجتهادات القضائية في عدد من الدول العربية تبين الأسباب الموجبة لصدور قوانين مكافحة المخدرات، وكيفية تعاطي الدول العربية مع هذه الجريمة. وتبدأ الدراسة أولاً: بـ "قانون المخدرات السوري رقم 2 تاريخ 12/4/1993" وتدرس الأسباب الموجبة لصدور القانون والإجتهاد القضائي في الجمهورية العربية السورية وجميع أحكام النقض. ثانياً: قانون المخدرات والمؤثرات العقلية والسلائف في لبنان رقم 673 تاريخ 16/ 3/ 1998" يتضمن الإجتهاد القضائي في الجمهورية اللبنانية، ثالثاً: "الإجتهاد القضائي في المملكة الأردنية الهاشمية" وتتضمن تمييز جزاء الأردن. رابعاً "قانون المخدرات والمؤثرات العقلية الليبي رقم 7 لسنة 1990" ويتضمن احكام الجلب والتصدير والإتجار.. الخ، خامساً "قانون مكافحة المخدرات والمؤثرات العقلية في سلطنة عمان رقم 101/ 1996" وتتضمن مواد تطبيق أحكام القانون التي تحظر الإتجار والإستيراد والزراعة... الخ. سادساً "قانون المواد المخدرة الوطنية لشؤون المخدرات، والمواد القانونية التي تحظر التصنيع والإتجار... الخ، وأخيراُ "قانون مكافحة المخدرات والمؤئرات العقلية الخطرة وتنظيم استعمالها والإتجار فيها في قطر رقم 9/ 1987.
