هذا معجم شاء المعجم الدكتور "جرجس جرجس" أن يكون دليلاً ومرشداً لكل باحث وطالب علم ورجل قانون.. يجد فيه ما يبتغي من شروحات حول هذا المصطلح أو ذاك. وقد حاول، قدر الإمكان، أن يتجنب الغوص في العديد من المصطلحات التي رأى أنها قد غابت عن أذهان الكثيرين ولم تعد لها قيمة تداولية بين المجتمعات العربية، إذ ركز اهتمامه على أبرز المصطلحات التي لا تزال مستخدمة على ألسنة العديدين من الذين يتعاطون الشأن الإداري أو العلمي أو القانوني...
وهكذا فقد حاول أن ينفي حق كل مصطلح في تحديد دلالته أو دلالاته المتعددة، عله بذلك يكون قد وضح مجالات استخدامه، لأن عدداً لا يستهان به من المفردات العربية باتت له معاني متعددة، بحسب مجال استعماله. فعبارة "شهادة"، على سبيل المثال لا الحصر، قد تعني الموت في سبيل الله، كما تعني الشهادة العلمية التي ينالها من فاز بنجاح بإحدى المراحل التعليمية، وكذلك فهي تتخذ مفهوماً تجارياً كشهادة المنشأ، وصحيا كالشهادة الصحية الخ...
هذا وقد استند، حين وضع هذا الكتاب، إلى العديد من المصادر والمراجع الفقهية واللغوية والقانونية، أسرد لها ثبتاً في نهاية المعجم، كما حاول كل تعريف وأرد في مجموعة التشريع اللبناني إلى مادته القانونية مباشرة، حتى يسهل على القارئ معرفة مصدر التعريف، ليستطيع، إذا أراد التوسع في الشرح، العودة إلى المصدر الأساسي.
