إن الكوارث الطبيعية وتلك التي من المتغيرات المستمرة، من الأسباب الرئيسية التي تسبب الوفيات والاصابات ونزوح السكان، كما أن لها أضرار بالغة على حياة الانسان، وما لم تعالج هذه الكوارث بصورة مناسبة فإنها قد تسفر عن خطر شديد في العالم. ورغم الدروس الكثيرة المستمدة من التجارب المتعلقة بكيفية التنبؤ بأغلب أنواع الكوارث، ورغم التكنولوجيا الجديدة التي أتاحت الوقت الكافي لاصدار التحذيرات من الأحوال الجوية السيئة، زاد عدد البلدان التي تتعرض للكوارث في كل سنة زيادة رهيبة منذ ازدياد ظاهرة التغيرات الكونية واودياد حجم الدمار نفسه. وكان الجزء الأكبر من الزيادة في البلدان التي تعرضت الى كوارث طبيعية، ولكن مدى ارتباط ذلك بتأثيرات تغير المناخ الناجم عن ظاهرة ارتفاع درجة حرارة الأرض.
ويجدر الذكر أنه عندما تقع الكارثة الطبيعية لا يستطيع أحد أن يفعل شيئاً غير حصر الأضرار ومحاولة تقليل الخسائر.
