إن رئيس مجلس الوزراء ومنذ أن عرف نظام الوزارة له دوراً كبيراً في ممارسة السلطة العامة، حيث يكون هو المسؤول عن نشاطها ومهامها، وقد تنامى دوره في الأنظمة البرلمانية، وأصبح يشكل مع الوزارة اسماً وعملاً جوهر السلطة التنفيذية، فهو صاحب السلطة الفعلية ومحور النظام البرلماني، لأنه المهيمن على تصريف كل شؤون الدولية، لذلك تقع على عاتقه عبء المسؤولية، فحيث تكون السلطة تكون المسؤولية، لأنه يمثل الإرادة الشعبية، وهمزة الوصل بين البرلمان ورئيس الدولة.
يثير موضوع البحث الكثير من التساؤلات التي نحاول بتحليل النصوص الدستورية والقانونية إلقاء الضوء عليها، ولا سيما الدور المتعاظم لرئيس مجلس الوزراء في النظام البرلماني، ولما له من تأثير في توجيه دفة الحكم في هذا النظام؛ لذلك فإن دور رئيس مجلس الوزراء في النظام البرلماني هو دور رئيسي ومحوري فيما يتعلق بعملية صنع القرار.
قسمت هذا البحث إلى بابين يسبقهما فصل تمهيدي يتحدث عن النظام النيابي ونشأة منصب رئيس مجلس الوزراء، وخصصنا المبحث الأول منه للحديث عن النظام النيابي الرئاسي والنظام النيابي المجلسي والنظام البرلماني، وتناولنا في المبحث الثاني التطور التاريخي لنشأة منصب رئيس مجلس الوزراء.
وتناولنا في الباب الأول إختيار رئيس مجلس الوزراء وصلاحياته، من خلال تقسيمه إلى فصلين، بحثت في الفصل الأول إختيار رئيس مجلس الوزراء، وفي الفصل الثاني صلاحيات رئيس مجلس الوزراء؛ أما الباب الثاني فقد تحدثنا فيه عن علاقة رئيس مجلس الوزراء برئيس الدولة والبرلمان من خلال تقسيمه إلى فصلين تناولت في الفصل الأول علاقة رئيس مجلس الوزراء مع رئيس الدولة، وبحثت في الفصل الثاني علاقة رئيس مجلس الوزراء مع البرلمان.
وقد انتهيت من هذه الدراسة المتواضعة بخاتمة تضمنت النتائج التي توصلت لهى من خلال دراسة موضوع رئيس مجلس الوزراء، ومجموعة من التوصيات والمقترحات، لعلها تكون معالجة لجميع الإشكالات التي طرحتها في البحث للوصول إلى حلول مناسبة.
