حققت بعض الدول تقدماً صحياً كبيراً خلال العقود الماضية، وتأتي على رأس قائمة هذه الدول دولة الإمارات العربية المتحدة، التي تحسنت فيها نسبة بقاء الأطفال على قيد الحياة بصورة متصلة وثابتة منذ الستينيات وتشير الإحصائيات المتوافرة حالياً إلى أن المستوى الصحي لكان دولة الإمارات العربية المتحدة قد تحسن بتوتيره أسرع مما سبق تسجيله في أي دولة أخرى من دول العالم على مر التاريخ البشري، وذلك قياساً إلى نسبة الأحياء من الأطفال. ويعتبر هذا التحول الذي شهده القطاع الصحي في دولة الإمارات العربية المتحدة نموذجاً متميزاً ويظهر ذلك جلياً في التغيرات التي طرأت على أنماط الأمراض. وفي هذه المحاضرة من "سلسلة محاضرات الإمارات" دراسة موسعة تعنى بعقد مقارنة بين التنمية الصحية في دولة الإمارات العربية المتحدة وبين الدول الأخرى.
كما وتعنى بمناقشة انعكاسات هذه التنمية على احتياجات الدولة المستقبلية من الرعاية الصحية، مع الإشارة إلى الفرص المتاحة أمام الدول الأخرى لتعلم المزيد من الدروس من التحولات التي شهدها القطاع الصحي في دولة الإمارات العربية المتحدة. ومما يجدر إشارته هنا إلى أن البيانات والأرقام المستخدمة في الجداول والأشكال البيانية الواردة في هذه الدراسة مأخوذة عن تقرير "صندوق رعاية الطفولة التابع للأمم المتحدة-اليونيسيف الذي يحمل عنوان "حالة أطفال العالم عام 1999" والهدف من هذه البيانات إتاحة إمكانية القيام بمقارنات دولية، حتى لو كان معنى ذلك عدم استعمال البيانات ذات الصلة والمتاحة من وزارة الصحة بدولة الإمارات العربية المتحدة.
