هو أحد علماء القرن الخامس الهجري، وأعني به: أبا محمد: علي بن أحمد بن سعيد بن حزم فخر الأندلس، ومجدد القرن الخامس، وذاك بسبب ما جمعته من علوم في أصول الحديث من كتبه، وما وقع ذلك عفواً، إنما حصل بعد أن درست كتبه المتوفرة لدى، وتأملتها عن كثب، ووقفت عندها طويلاً، حينها انطلقت أجمع ما تقع عليه عيني وتسطيبه نفسي، ويقتنع به عقلي، فرأيت رجلاً عملاقاً شامخاً، لا يحق لمثلي- قلة في العلم وصغراً في الشأن- أن يرى عالماً، أو يحيط به، وقد فصل بينهما اللقاء ألف عام، فرحم الله- تعالى- هذا العالم، ورحمنا معه، وعفى عن ذنوبه وهفواته، وتقبله وإيانا، إنه نعم المولى ونعم النصير. وأعود لأقول: إن هذه القواعد في علوم الحديث، إنما هي ناتجة عن حياة عملية، ونظريات فاحصة، وتطبيقات قد اعتنى بها العناية كلها، وهي أقرب إلى الواقع منها من أخلاط قد أضيفت إلى هذا العلم الشريف، بعد ما سيق إليه المنطق والفلسفة، ما جعله يتوسع على تضيق دائرة الصحة والقبول، بل على ضنانة خيره وفضله، أما نحن فقد قمنا بتسجيل ما تشتت من درر، وما تناثر من غرر، ووضعناها تحت عنوانات توضحها، ولم نشر إلى شئ مما نخالفه نحن فيه، فقد نكون نحن المخطئون، فتركناه إلى القارئ الكريم، ينهل من معين الحق، وله الإعتراض والرد، والتبيين، وليتبين محب العلم: أني جنيت هذه الثمار، والمسك الخطار، من دفائن وذخائر هذا البحر؛ والتي أكرمني مولاي سبحانه بالاستقاء منها وهي: ( المحلى- وقد أشرت إليه بـ"م"، والإحكام في أصول الأحكام وأشرت إليه بـ"ح"، والنبذة الكافية، وأسماء الصحابة الرواة، وحجة الوداع، الفصل في الملل والأهواء والنحل، رسائل من المؤلف تحيق د. إحسان عباس.
