يقول فارس خشّان في كتابه الذي نقلب صفحاته بأن العام 1992 كان مفصلياً بالنسبة للسلطة القضائية في لبنان... فكثير من القضاة كانوا قد اتخذوا القرار الصعب: الاستقالة. الأسباب؟ كثيرون اختصروها... والقضاة عددوها في كتب إعلانهم هجر أقواسهم وإهمال مطارقهم وخلع أثوابهم.
ففي تصور العدل صرخة وجدانية، أليمة مخنوقة، تراها قبل أن تسمعها، لأنها تستأثر بالبصر قبل السمع، فهي تنسلّ من الجدران المتلفة، تنبع من الأرض القذرة، تعشعش في الأروقة المنفرة، تتفشى في الغرف القاحلة، المهجورة، حيث تجلس المحاكم بالتناوب.
في هذه الأجواء وفي الرابع من تشرين الثاني لعام 1992 حضر إلى وزارة العدل أول مرة لتسليم مهامه. كانت الأفكار تضج في خاطره، والمشاعر تتراوح في نفسه بين التحفز لتحقيق التغيرات الكبيرة والتهيب من حجم المهمة وضخامة المسؤولية، ولإعادة تأهيل القضاء اللبناني اتبع بهيج طبارة سياسة الممكن من أجل أن ينجح في المهمة المناطة به كوزير للعدل، ويبقى مدى نجاحه في مهمته في إصلاح هذا السلك مضموناً وبنياناً، سؤالاً كبيراً يحاول فارس خشان الإجابة عنه في هذا الكتاب، وذلك من خلال جولة له على المعلوم والسري من الوقائع والحقائق المرتبطة بالقضاء في لبنان، وبدور وزير العدل في تلك الفترة، وهو دور متعدد الوظائف يصب في خانة إحلال العدالة وتحصينها في وجه متطلبات الداخل، العادية منها والسياسية، وفي وجه الخارج الذي لم تكن الدولة الكبرى غائبة عنه.
وهنا يمكن القول بأن هذا الكتاب قد يكون بقراءته للوقائع ووضعها في سياقها الزمني والسياسي والاجتماعي، وكشفه لبعض ما بقي مستوراً عن العامة والإعلام، محاولة لتوضيح الأمور ووضعها في عهدة أصحاب الرأي لاستخلاص العبر من التجربة ووضعها في عهدة أصحاب الرأي لاستخلاص العبر من التجربة واستنباط النظرية من الأحداث من أجل الخروج بحلول واقعية للمشاكل القائمة وإبعاد المصالح السياسية والشخصية عن التعاطي بالموضوع القضائي ذي الوظائف الوطنية المتعددة والمهمة للغاية.
