شهدت العلاقات الدولية في السبعينات تحولاً ملموساً وواضحاً في أساليبها وفي الإستراتيجيات المعبرة عنها من قبل القوى العظمى وخاصة الولايات المتحدة والإتحاد السوفياتي، فقد لجأ الطرفان إلى سياسة الوفاق وتقسيم مناطق النفوذ العالمي بينهما بعد سنوات من الحروب والصراعات العالمية والإقليمية والأحلاف التي لم نجد نفعاً لكلا الطرفين التي كلفتهما الخسائر المادية والبشرية الباهظة وبسبب التخوف من تصادم نووي مرعب يفضي إلى دمار البشرية.
إن أهم المناطق التي شملها هذا التحول هي منطقة الخليج العربي الإستراتيجية والحيوية في أهداف ومخططات القوتين العظميين وخاصة الولايات المتحدة من ناحية الثروة النفطية والموقع الإستراتيجي وجاء مبدأ نيكسون ليضمن سيطرة الولايات المتحدة بالنيابة على هذه المنطقة لضمان عدم وقوعها بأيدي السوفيت وتهديدهم للإمدادات النفطية للغرب وإليها. ولإبعادها عن الحركات الثورية في المنطقة أولاً، ولضمان عنصر التفوق الإستراتيجي العسكري ثانياً من خلال إشراف الولايات المتحدة من المنطقة وتهديدها للمناطق الجنوبية النفطية للسوفيت وهذا المبدأ رسم سياسة الولايات المتحدة في الخليج العربي حتى نهاية السبعينات. ولأن هذه المرحلة ما زالت غضة وحساسة بأحداثها وتطوراتها السياسية التي تمتد إلى الوقت الحاضر، لم تأخذ منها الدراسات الأكاديمية مأخذاً كافياً حسب علمي المتواضع. ومن هنا جاءت أهمية هذا الموضوع وسبب الذي تناولته صفحات هذا الكتاب.
ولأهمية الموضوع فقد قُسمت الدراسة إلى خمسة فصول وخاتمة.
تضمن الفصل الأول تحليلاً لتطور السياسة الأمريكية في المنطقة حتى عام 1969 وإبراز أساليبها. وأما الفصل الثاني فقد تناول مبدأ نيكسون ومقدماته ومقوماته وأهم الأحداث التي أثرت في إقراره والظروف والمقومات الدولية. وتطرق الفصل الثالث إلى الجانب التسليحي لمبدأ نيكسون. وتعرض الفصل الرابع إلى الجانب السياسي والإقتصادي لمبدأ نيكسون. أما الفصل الخامس فناقش العوامل الدولية والإقليمية والداخلية التي أدت إلى التحول عن مبدأ نيكسون. وأما الخاتمة فتضمنت النتائج التي توصلت إليها الدراسة.
