تعتبر كل من إيران والعراق وتركيا عناصر رئيسة في أمن الشرق الأوسط والخليج. وتتأثر استراتيجية كلٍّ من هذه الدول، بهذا الشأن، بديناميكيات سياساتها الداخلية وبتوازن القوى فيما بينها الذي لا يكف عن التغير.
إن نظرة شاملة موجزة نلقيها على الوضع الأمني لهذه الدول الثلاث تكشف لنا أن هذه الدول تركِّز بقوة، رغم أنها لا تركِّز كلياً، على مصادر التهديد الداخلية أو تلك القادمة عبر الحدود. فإنه من الواضح أن هذه الدول الثلاث تعتبر الخليج، بشكل خاص، منطقة ذات أهمية استراتيجية وذلك من وجهة النظر السياسية والأمنية والاقتصادية. وعلى الرغم من ذلك، نرى أن تعقيد الديناميكيات الداخلية والإقليمية، المؤثرة على السياسات الخارجية الخاصة بإيران والعراق وتركيا، يُنتِج بيئة سياسية غير مستقرة فيما يخص الشرق الأوسط. ومما يزيد الأمر تعقيداً مصالح المجتمع الدولي في القيمة الاستراتيجية للخليج كمنطقة لتأمين الطاقة.
إن وضع إطار عملي لنظام أمن الشرق الأوسط والخليج يجب أن يتم ضمن هذه البيئة المعقدة والمتقلبة، ولا يعتبر نظام الأمن هذا مهما ًبالنسبة إلى منطقة الشرق الأوسط والخليج فحسب، إنما يكتسي الاستقرار في المنطقة أهمية عالمية شاملة لأن الخليج يحمل مضامين استراتيجية هائلة تتعلق بالطاقة بالنسبة إلى المجتمع الدولي عموماً.
