لقد ترك تفكك الاتحاد السوفيتي السابق في كانون الأول/ديسمبر 1991 أعمق الأثر في طبيعة النظام السياسي الدولي والأنظمة الإقليمية المتفرعة عنه أو التابعة له، والذي كان يتمثل، منذ نهاية الحرب العالمية الثانية ونشوء نظام الثنائية القطبية في معسكرين إيديولوجيين متنافسين، تركز أحدهما حول الغرب الليبرالي الرأسمالي بزعامة الولايات المتحدة الأميركية، بينما تمحور الثاني حول الاتحاد السوفيتي الاشتراكي الديكتاتوري. ولم تنج منطقة من المناطق من آثار التغيرات الشاملة والتحولات الجيوسياسية الناجمة عن انهيار الاتحاد السوفيتي. لكن كان طبيعياً تماماً أن تشعر المناطق والدول التي كانت مجاورة له أو قريبة منه بآثار هذه التغيرات الشاملة أكثر من سواها. لقد تركت النتائج الجيوسياسية الشاملة لانهيار الاتحاد السوفيتي بصماتها القوية والبالغة السلبية على إيران التي كانت تملك حدوداً هي من أطول الحدود المشتركة مع الاتحاد السوفيتي (1500 كيلومتر) وعلاقات عداء مع الغرب. في الوقت نفسه شعرت منطقة الشرق الأوسط أيضاً، بما فيها منطقة الخليج العربي وبالآثار القوية لانهيار الاتحاد السوفيتي. وبالفعل فنظراً لأن عدداً من الدول المحيطة ببحر قزوين والتي ظهرت للوجود بعد تفكك الاتحاد السوفيتي يمتلك موارد نفطية هائلة، كان أثر الأحداث السوفيتية فيها بالغ القوة، وكان ذلك وراء ظهور أبعاد جديدة في الجغرافيا السياسية للطاقة. وفي هذا الكتاب من سلسلة دراسات عالمية دراسة تتناول قراءة الانعكاسات الشاملة (الاستراتيجية والاقتصادية) لتفكك الاتحاد السوفيتي على إيران وحوض بحر قزوين، كما وتتناول شرح النتائج الاقتصادية لدبلوماسية إيران بعد تفكك الاتحاد السوفيتي.
