شكلت تداعيات الانتخابات البرلمانية، وقرب مرحلة الانسحاب الأمريكي من العراق بحلول عام 2011 أبرز القضايا الأساسية، التي تبنى عليها استحقاقات جيوستراتيجية واقتصادية مميزة تؤثر في مستقبل العراق والمنطقة، وبخاصة بالنسبة للدول المهتمة بمصير العراق ومدى إسهامه في عملية التوازن الاستراتيجي للقوى الإقليمي.
إن مستقبل العراق يعتمد على كيفية التعامل مع العملية السياسية الراهنة المعقدة التي تتضمن حالات سلبية كثيرة، جاءت نتيجةً طبيعية للاحتلال وإفرازاته، والتي خلقت بدورها أجواء من عدم اليقين في مضامينها، وتداعيات سلبية في الشأنين الداخلي والخارجي. وبخاصة أن الانتخابات الأخيرة التي جرت في آذار/مارس 2010 عدت عملية أساسية في إطار التغيير السلمي للسلطة، إلا أنها تجيء في ظل ظروف الاحتلال الأمريكي، ما يجعلها عملية تحمل سمات الضعف والهشاشة، بدليل ما يكتنفها من معوقات وتحديات ترجع في الأساس إلى واقع أفرزه الاحتلال بصورة واضحة في شكل المحاصصة السياسية الطائفية والعرقية.
في الانتخابات الأخيرة في آذار/مارس 2010، وإن أفرزت فوزاً ضعيفاً للقائمة العراقية في الانتخابات بفارق مقعدين عن الفوز الذي حققته قائمة ائتلاف دولة القانون بزعامة نوري المالكي، فقد اعتُبر الفوز الذي حققته القائمة العراقية بزعامة إياد علاوي بمنزلة رسالة مهمة مفادها رغبة الشعب العراقي في ضرورة إحداث التغيير الضروري في المحيطين الداخلي والخارجي للعراق، للخروج من مآزق الاحتلال والانتقال إلى عهد الإعمار والبناء الذي لم يبدأ بداية صحيحة أو حقيقية.
