يقول غسان التويني في معرض تقديمه لهذا الكتاب: بأن الموضوع الذي يطرحه المؤلف شبلي الملاط هو أميركا ونظامها وديمقراطيتها ومجتمعها ثم دورها الذي تريده تارة رسولياً، وغالباً قيادياً إلى حدّ التسلط، إنما على تردد عند الصعاب، وبعض الاستغراب عند الفشل وعدم "التجاوب". وعنوان الكتاب الذي بين أيدينا كان يجب أن يكون مستوحى من عبارة في كتاب أليكسي دي توكفيل عن الديموقراطية في أميركا (1835)، هذا المدخل الذي لا مدخل أفضل منه، بل لا مدخل سواه إلى فهم "العالم الجديد"، هل معنى ذلك أن العالم الذي كان جديداً من جيلين (165 سنة)، لا يزال جديده آنذاك هو جديد اليوم؟ لا، كلا، بل العبرة في أنك مضطر دائماً إلى ابتكار علم سياسي جديد، كلما تجدد العالم... وأميركا هي، ولا مكابرة، عنصر التجديد المستمر بعد جيلين من كشف توكفيل الستائر عن أسرار ديمقراطيتها مع أنها لم تكن هي، تاريخياً، الديموقراطية الأولى في العالم، ولكنها الديموقراطية التي بحجم العالم الجديد اليوم، فلا تصح المقارنات سوى جزئياً مع الديموقراطيات الأول، كديموقراطية أثينا، مثلاً، أو الديموقراطية الإنكليزية.
هل رسم لنا الخلاط في كتابه قواعد "العلم السياسي الجديد؟" إلى حد كبير، زرع أفكاراً أو خطوطاً وحدود بحث، كلها، مع مراجعها من مونتسكيو إلى سبينوزا، استعارتها جذوراً متنوعة من الفلسفة إلى الطموحات الاجتماعية إلى الحقوقية وصولاً إلى الرياضيات... وكلها من المفهوم، بدل لغة المعميات المعقدة التي يهواها البعض، حتى كأنك-وأنت تتجول معه بين المقولات والاستشهادات-لتشعر وكأنك في حديقة أفكار عطرة الزهور أما "المعادلة" التي يعترف أنه يبحث عنها "لتوسيع الحلقة الديموقراطية داخل أميركا وخارجها" فتوقه الطبيعي يسوقه إلى بلورتها في صيغة مقوننة... ليعود ويقول أنه من المستحيل اختصار تقدم الإنسانية بعبارة أو معادلة واحدة، في عالم يدور على ألف هضبة وهضبة". وينتهي بعد التشكيك، إلى هذا الإعلان: إن مهمة القيادة الأميركية هي متابعة ترسيخ القانون والعلم، أو "في نشر القانون والعلم أمل العالم الأوفى في مستقبل خال من العنف".
