حتى خريف 1973 لم تفكر سوى قلة من الناس في البلدان الصناعية المتقدمة أو في البلدان النامية بشكل جاد بالقضايا والتعقيدات المتصلة بإنتاج وتسويق النفط الذي تعتمد عليه اعتماداً كثيفاً. ولم تصبح الصناعة النفطية و"منظمة الأقطار المصدرة للبترول" (أوبك) موضوع بحث واهتمام عام، إلا بعد قيام "أوبك" بتعديل سعر النفط صعوداً وبمقدار ملموس.
