هذا الكتاب هو الجزء الثالث من الترجمة العربية لدراسة مطولة ظهرت عام 1978 بالإنكليزية في التنمية الاقتصادية العربية خلال الفترة الممتدة من نهاية الحرب العالمية الثانية حتى أواسط السبعينات-أي فترة الاستقلال التي أخذت الأقطار العربية تعمل خلالها على تنمية اقتصاداتها بدرجات مختلفة من التصميم والجهد والوعي بمضمون التنمية العميقة والشاملة. عني المجلدان أو الجزءان السابقان بتسجيل وتحليل وتقديم مسيرة التنمية في الأقطار العربية الآسيوية ثم الأفريقية على التوالي. أما المجلد الحالي، فينتقل التركيز فيه إلى مقررات التنمية الاقتصادية العربية-أي العوامل التي تشكل محركات أساسية لإطلاق عملية التنمية. وإدراكاً من المؤلف أن التنمية تدفعها عوامل وقوى متعددة ومتشبعة فإنه يتفحص في هذا المجلد عدداً من أبرز المقررات الاقتصادية والسياسية-الإدارية والثقافية-الاجتماعية. ولعل هذه هي المحاولة الوحيدة المتكاملة يقوم بها مفكر اقتصادي عربي لفهم وتفسير طبيعة وأثر مجموعات العوامل التي تشكل أقنية تفعل منفردة كما تتفاعل فيها بينها في توجهها صوب المجرى العام للتنمية.
