جاء متن هذه الدراسة مقمساً إلى ثلاث أقسام على النحو الآتي: القسم الأول: تناول دراسة مفهوم الجريمة الدولية وأركانها. القسم الثاني: خصص للبحث في وسائل مكافحة الجريمة الدولية والتنظيم القانوني للإجراءات المتعلقة بها. القسم الثالث: خصص لدراسة بعض أنواع الجرائم الدولية كجرائم الإرهاب والإجرام المنظم العابر للحدود والجرائم ضد الإنسانية.
يتضمن دراسة شاملة لمفهوم الجرائم الدولية وطبيعتها التي تتصف بالقسوة والوحشية، واتساع آثارها الضارة، وترتكب بتخطيط من الدولة وتعرض سلم البشرية وأمنها للخطر، وبذلك لا تسري أحكام مرور الزمن عليها، أو أنظمة العفو، أو الحصانات الدبلوماسية بشأنها.
كما اشتملت الدراسة على المبادئ الأساسية والاتجاهات الحديثة التي وردت في نظام محكمة الجزاء الدولية والتي تنظر في أشد الجرائم خطورة، وبهذا الوصف فقد جرى تحليل لأحكامها الموضوعية والإجرائية مقارنة بما ورد في التشريعات الجزائية المحلية، وفي النظام الأساسي للمحكمة الخاصة للبنان، وإظهار مواضع الخلل في نظام المحكمة الدولية، وأسباب عجزها عن القيام بمهماتها في مواجهة القضايا والنزاعات الصعبة والحساسة.
