يتمحور هذا الكتاب حول البناء النظري لمفهوم الموارد، في النظام الاقتصادي الإسلامي، وكذلك المفهومات الأخرى المرتبطة به كمفهوم الملكية، ومفهوم الإنتاج، ومفهوم التوزيع ومفهوم المشكلة الاقتصادية.
ويعرف الموضوع في النظام الاقتصادي الإسلامي بأنه إما عين مادية، أو عمل مهني بشري، يتعلق به الحكم المجعول من الله سبحانه وتعالى، نتيجة تفاعل فعل المكلف معه للاستفادة منه، في إشباع حاجاته الشخصية أو التكسبية. والموضوع أعم من المورد؛ لأنه ينقسم إلى مورد، ولا مورد، نتيجة لتوافر شروط محددة فيه. إذاً، العلاقة المنطقية بين الموضوع وكلا قسميه هي العموم والخصوص المطلق. وتعرف الجهة الشخصية بأنها الانتفاع بالموارد لإشباع الحاجات الإنسانية الفردية، من دون إجراء المعاملات التكسبية بغرض النقل والانتقال الملكي إلى أطراف أخرى. أما الجهة التكسبية، فتعرف بأنها انتفاع بالموارد، من خلال إجراء المعاملات التكسبية عليها كالبيع، والهبة... وغيرهما، بغرض النقل والانتقال الملكي إلى أطراف أخرى.
وينقسم الموضوع في النظام الاقتصادي الإسلامي من جهة تعلق فعل المكلف به، وتفاعله إلى قسمين مختلفين:
الأول: البناء النظري للوضوع: ويمثل الحكم الشرعي، الناتج من توافر أربعة شروط محددة للمورد (البناء النظري)، من منظور النظام الاقتصادي الإسلامي. ويكتسب الموضوع الحكم الشرعي نتيجة لتعلق فعل المكلف به.
الثاني، البناء العملي للموضوع: ويمثل الطريقة التي يتبعها المكلف عند استخدامه الموضوع، وأسلوبه في الانتفاع به في إطار النظام الاقتصادي الإسلامي.
