لقد تعددت الموارد المالية وتنوعت في الفقه الإقتصادي الإسلامي وتعدداً وتنوعاً أعطى هذا الفقه الإقتصادي مجالاً رحباً وواسعاً لحل المشكلات والمعضلات الإقتصادية التي تعترض سبيل الحياة الإقتصادية الإسلامية.
إلا أن الأمر يتطلب بحثاً وسبراً لغور ذلك العلم - علم الإقتصاد الإسلامي - لبيان أهم هذه الموارد ومدى مساهمتها في معالجة المشكلات الإقتصادية التي تطرأ في حياة الأمة الإسلامية.
وهذه الدراسة تعتبر محاولة للكشف عن مكنونات هذه الموارد المالية الإقتصادية ومدى ما تقدمه من إسهام حقيقي في التنمية والنمو الإقتصادي.
إنَّ مصارف الدولة الإسلامية تتعدد وتتزايد تبعاً للتطور والتقدم الإقتصادي للدولة المسلمة، لذا كان لا بد من البحث والإستقصاء لإيجاد السبل المادية والمالية الممكنة لمعالجة هذا التطور الحاصل في الدولة الإسلامية والبحث عن مصادر مالية ممكنة لتغطية النفقات المتعددة للدولة الإسلامية.
ومن هنا، فإن الحديث عن الموارد المالية العامة في الفقه الإقتصادي الإسلامي يتضمن عدة أمور أهمها الزكاة والجزية والخراج والعشور، إضافة إلى موارد مالية أخرى منها الفيء والغنائم والصدقات والكفارات والنذور.
هذا ولقد تناولت هذه الدراسة من خلال مقدمة وفصلين وخاتمة وذلك حسب الآتي: الفصل الأول: الموارد المالية العامة الشرعية في الفقه الإقتصادي الإسلامي ودورها في التنمية الإقتصادية، الفصل الثاني: الموارد المالية العامة الإجتهادية في الفقه الإقتصادي الإسلامي ودورها في التنمية الإقتصادية، وأما الخاتمة فقد تناولت فيها أهم النتائج التي خلصت إليها هذه الدراسة.
