وتشكل مؤسسات التعليم العالي قمة الهرم التعليمي في تقديم أعلى مستويات التعليم والبحث والنمو والإستباق المعرفي ضمن مؤسسات المجتمع في دول العالم كافة، مما يستدعي الإهتمام بنشر ثقافة حقوق الإنسان والمسؤوليات الأكاديمية في المرحلة الجامعية ليس على مستوى الطلبة فحسب، بل بين أعضاء المجتمع الأكاديمي كذلك.
