يهتم هذا الكتاب بخاصية من خواص حقوق الإنسان، وهي الحريات الأكاديمية في الجامعات العربية، وهي الحرية التي يُعنى بها أساتذة الجامعات والباحثون بشكل أساسي.
يسجل الكتاب وقائع المؤتمر الأول للحريات الأكاديمية في الجامعات العربية المنعقد في الفترة (15- 16 كانون الأول 2004) والذي جاء بناءً على "إعلان عمّان للحريات الأكاديمية"، فشكل الوثيقة العربية الأولى في هذا المجال.
من هنا، أرتأى العاملون في مركز عمان لدراسات حقوق الإنسان نشر أبحاث هذا المؤتمر العلمي الهام، حيث احتوت هذه الأبحاث - التي يشتمل عليها الكتاب - معالجة معمقة لواقع الحريات الأكاديمية في الجامعات العربية، ومراجعة لحالات قطرية، وموضوعية، تناولت بالبحث والتقصي واقع هذه الحرية الأساسية.
كما خلصت هذه الأوراق إلى مجموعة كبيرة من التوصيات التي يمكن من خلال دراستها ومراجعتها للوصول إلى رؤية عربية متقدمة في مجال الحريات الأكاديمية، وهو ما يمكن أن ينعكس على واقع البحث العلمي في العالم العربي بشكل إيجابي.
يتألف الكتاب من سبعة أقسام تم خلالها توزيع محاور النقاش في المؤتمر والتي تمحورت حول بيئة التعليم العالي في العالم العربي، ومعوقات التعليم العالي والبحث العلمي في الجامعات العربية، مرفقة بنماذج دراسية للحريات الأكاديمية (نموذج العراق)، نموذج الأردن، نموذج اليمن)، وأخيراً البحث في مستقبل التعليم العالي والبحث العلمي في الوطن العربي وكيفية إصلاحه بين الواقع والمأمول والمستقبل.
