يناقش ذلك الكتاب العديد من الآليات والطرق التى تمكن العولمة من فرض سيطرتها حيث يتناول الكتاب فى بابه الأول الآليات السياسية والعسكرية التى يستخدمها الغرب وفى مقدمته الولايات المتحدة الأمريكية ، فتعرض المؤلف فى الفصل الأول من هذا الباب إلى مصطلح الشرعية الدولية من حيث المفهوم و المضمون والمصادر وطبق ذلك على المجتمع الدولى بهدف الوصول إلى التكييف القانونى لطبيعه هذا المجتمع وهل هو أحادى القطبية أم ثنائى أم متعدد الأقطاب؟.
فمن المهم لفهم العولمى النظر إلى المؤسسات الثلاثة الرئيسية التى تحكمها وهى صندوق الدولى والبنك الدولى ومنظمة التجارة العالمية، ومعهم العديد من المؤسسات الأخرى التى تلعب درواً فعالاُ ومهم فى النظام الاقتصادى الدولى ممثلة فى البنوك الإقليمية وعدد كبير من منظمات الأمم المتحدة مثل برنامج الأمم المتحدة للتنمية وغيره من تلك التى تهف لإلغاء الحواجز أمام التجارة الحرة. علما بأن هذا الأمر له أثار مدمرة على الدول النامية عامة والأشد فقرا خاصة ، ولكن كل من صندوق النقد الدولى والبنك الدولى كانا فى قلب القضايا الاقتصادية الرئيسية فقد وقعت على عاتق صندوق النقد الدولى المهمة الأكثر صعوبة هى تأمين الاستقرار الاقتصادى العالمى.
كتب كثيرون عن العولمة وأفاضوا أكثر ونظرت في بعض ما كتب فوجدتهم ركزوا جهدهم علي تعريف العمولة وبيان المساؤي والعيوب والحسنات والسيئات ولكني وجدتهم قد نسوا أو تناسوا أو غفلوا عن آليات فرض العولمة أي الأساليب المتبعة في فرضها .
فحاولت قدر استطاعتي أن أجمع هذه الآليات وألقي عليها الضوء صحيح أنه ليس كثيرا ولكن قصدت بذلك أن أنبه أي أنها خطوة علي الطريق يكمل المشوار كل أهل ذكر أو اختصاص كي ينيروا الطريق للأمة التي ضلت رغم أن ربها نور ( الله نور السماوات والأرض) ونبيها نور ( لقد جاءكم من الله نورا وكتاب مبين ) وكتابها نور ( واتبعوا النور الذي أنزل معه أولئك هم المفلحون ) و(فآمنوا بالله ورسوله والنور الذي أنزلنا والله بما يعملون خبير) .
