هذا الكتاب ينقسم إلى تسعة فصول، تناول الباحث في الفصول الأربعة الأولى (وهي تكون الجزء الأول) تاريخ الوفد منذ تأليفه في نوفمبر 1918 حتى ابرام معاهدة 1936، وتعرض لدوره في ابرام معاهدة 1936، وفي مؤتمر منترو 1937 لإلغاء الامتيازات الأجنبية، وتناول التنظيم الحزبي للوفد، ولجانه، وسكرتاريته، وهيئته البرلمانية، وصحافته، وبرنامجه، والتيارات اليسارية فيه (الطليعة الوفدية) كما تعرض للإنسلاخات والانشقاقات التي وقعت في الحزب منذ ظهوره، وخصوصًا انشقاق ماهر - النقراشي وانشقاق مكرم عبيد، وانسلاخ أحمد نجيب الهلالي.
