إبراهيم أحمد العزب شعلان، من مواليد 14 يناير 1934م بمدينة زفتى محافظة الغربية بمصر، حاصل على ليسانس الآداب من قسم اللغة العربية عام 1958م بجامعة القاهرة، كما حصل على ماجستير في الأدب الشعبي عام 1969م بنفس الكلية، ودكتوراه في الأدب الشعبي بمرتبة الشرف الأولى عام 1975م بنفس الكلية.

إذا كان التوسع في جمع المعلومات والبيانات في هذه الظروف العالمية التي تتصارع فيها الدول جميعها على أكبر قدر من المعلومات وتصنيفها ودراستها هو مطلب أساسي وضروري في مجال التنافس الحضاري والذي ظهر بوضوع في النصف الثاني من القرن العشرين وحتى الآن (الكمبيوتر وغيره) فإن التوسع في جمع نصوص الأمثال التي يرددها الناس في حلهم وترحالها ومنذ أن يصحو الانسان صباحا وحتى يأوي إلى فراشه أ إذا كان التوسع في جمع المعلومات والبيانات في هذه الظروف العالمية التي تتصارع فيها الدول جميعها على أكبر قدر من المعلومات وتصنيفها ودراستها هو مطلب أساسي وضروري في مجال التنافس الحضاري والذي ظهر بوضوع في النصف الثاني من القرن العشرين وحتى الآن (الكمبيوتر وغيره) فإن التوسع في جمع نصوص الأمثال التي يرددها الناس في حلهم وترحالها ومنذ أن يصحو الانسان صباحا وحتى يأوي إلى فراشه أصبح ضرورة ومطلب حيوي حيث أن هذه النصوص هي خطوة البداية أمام الدارس الذي يريد أن يقف على الأبعاد والتيارات الثقافية التي يتحرك من خلالها الناس فرديا وجماعيا. وهذه النصوص هي إحدى أهم عناصر الثقافية الشعبية التي تدخل في دولاب الحياة اليومية.
