باتت المنطقة العربية، بالنسبة لأجندة السياسات الدولية، موضوعاً لعملية التأهيل أو التغيير، منذ مطلع تسعينيات القرن العشرين، إلا أن عوامل جديدة، أبرزها الحرب على الإرهاب، عززت تكثيف التدخلات الخارجية في شؤون المنطقة العربية. فقد طرحت الإدارة الأمريكية في عهد الرئيس جورج بوش (الابن)، في شباط/فبراير 2004، مشروع «الشرق الأوسط الكبير»، بدعوى إعادة هيكلة المنطقة العربية، وإصلاح نظمها السياسية والاقتصادية والتعليمية، ومحاربة الإرهاب ونشر الديمقراطية والليبرالية فيها. ثم ما لبث هذا المشروع أن اكتسى طابعاً دولياً، لدى إقراره في اجتماع القمة لقادة الدول الثماني الصناعية الكبرى (التي يطلق عليها اختصاراً «مجموعة الثماني» G8) الذي عقد في سي آيلاند بولاية جورجيا الأمريكية في حزيران/يونيو 2004، حيث تمخضت هذه القمة عن تفاهم دولي بهذا الشأن. ويمكن القول بأن التحديات الناجمة عن مشروع الشرق الأوسط الكبير ستبقى قائمة، على الرغم من إشكالياتها وتناقضاتها والتداعيات السلبية التي تولدها، على الصعيدين الرسمي والشعبي، إلى حين توليد نظام عربي جديد فاعل وقادر.
