وعد باراك أوباما خلال حملته الانتخابية بإبعاد الولايات المتحدة الأمريكية عن إرث السياسة الخارجية للمحافظين الجدد، إيذاناً ببدء حقبة جديدة لسياسة خارجية تتواءم مع عالم مترابط متعدد الأقطاب، لتعكس القيم الأمريكية وتمثلها، وتستخدم النفوذ الأمريكي بعدل ومسؤولية. وبدأ أوباما تواصله مع الشرق الأوسط بخطابات عديدة، كان يعوِّل في كل منها على التفاؤل المتنامي في المنطقة تجاه الرئيس الأمريكي الجديد ذي الأصول الأفريقية. كان هناك إحساس برياح تغيير قادمة تشمل الصراع العربي-الإسرائيلي والدور التقليدي للولايات المتحدة. لكن واقع النهج الذي اتبعه تجاه منطقة الشرق الأوسط بعد فترة من توليه الرئاسة عبر عن تناقض صارخ مع الصورة الحماسية والمتفائلة لدور الولايات المتحدة المتنامي في المنطقة. وفي ظل رؤية أوباما لسياسة الولايات المتحدة، تثير الدراسة عدة تساؤلات؛ هل عزز أوباما آمال العرب والمسلمين كثيراً؟ هل يستخف الرئيس الأمريكي الجديد بتعقيدات المنطقة؟ وهل يدرك مخاطر عدم الوفاء بوعوده؟ وهل يعرف فريق سياسة أوباما الخارجية ما هي التكلفة السياسية لهذه الوعود؟ وهل آمال العالم العربي في باراك أوباما كبيرة جداً؟ وهل يدركون مدى تعقيد النظام السياسي الأمريكي، وأن أوباما لا يمثل إلا مركزاً من مراكز صياغة القرار في السياسة الخارجية؟ وهل مازال هناك أمل في سياسة خارجية جديدة تجاه المنطقة العربية؟ وتحاول هذه الدراسة تقديم تحليل يجيب عن هذه التساؤلات.
