يتصف النهج الاستراتيجي الإسرائيلي إزاء شبه الجزيرة العربية بشمول الأطماع الصهيونية، ونزوع إسرائيل إلى حل مشكلاتها الداخلية عبر تصريف احتقانها الذاتي على حساب المحيط العربي، والحنق الإسرائيلي من مشاركة دول الخليج العربية في الجهود الجماعية الموجهة ضد إسرائيل، مما أدى إلى اقتناعها بضعف إمكانياتها حيال دورها في المنطقة العربية، وضرورة التحالف مع الغرب لتلازم المصالح الإسرائيلية-الغربية. وتتلخص العوامل الرئيسة التي تدفع إسرائيل والصهيونية إلى صياغة استراتيجية شاملة إزاء شبه الجزيرة العربية بثلاثة عوامل رئيسة هي: العوامل الاستراتيجية والتي تتعلق بالموقع الاستراتيجي والقدرات العسكرية النامية، والعوامل الاقتصادية وما يتعلق بها من ثروات نفطية وأسواق واسعة تمكن الاستفادة منها، والعوامل السياسية التي تحاول إسرائيل بموجبها أن تظهر ذاتها كطرف فاعل وقادر على تغيير هوية المنطقة لمصلحتها و لمصلحة الغرب. وقد حاولت إسرائيل بعد انطلاق التسوية السلمية بينها وبين العرب على المسارات كافة أن تستفيد من ذلك، وتنطلق إلى تحقيق استراتيجيتها في شبه الجزيرة العربية، وذلك ببناء علاقات في العديد من المجالات مع دول شبه الجزيرة العربية، وقد نجحت في ذلك جزئياً مع بعض الدول. وإن تراوح ذلك بين الفشل والنجاح بسبب السياسة الإسرائيلية المغرقة في الأيديولوجيا الصهيونية التي تريد الأرض والسلام معاً دون تقديم شيء.
