"هل يكفي الاستياء وحده للترويح عن النفس، في الساعات الأولى من الصباح، أم يكفي الغضب وكيل الشتائم، واللعنات؟ لا أدري!... حقيقة لا أدري! لأني لم أعرف إن كنت مستاء أم غاضبا وأنا أسمع دوي الانفجارات المرعبة في المدينة. بدأت الحرب إذن، فكيف ستنتهي؟!. سؤال آخر لم أعرف له جواباً في هذا الصباح، صباح الخميس، الذي يفترض أن يكون استهلالاً ليوم أعراس صاخب كالعادة ولكن؟!".
كتبت هذه الرواية، سنة 1992، عن حرب الخليج الثانية، وقيمتها الرئيسية هي الحفر أفقياً وعمودياً في مأساة الحرب والحصار داخل المدينة والقرية معاً في العراق، عبر سفر من التراتيل، التي تؤديها شخصيات فريدة في زمن فريد.
في هذه الرواية، يتابع جاسم الرصيف ما بدأه في رواياته السابقة، التي عالجت جميعها موضوعة الحرب وآلامها العميقة بأسلوب مؤثر، لتعلن عن انحياز أكيد ونهائي للحياة.
"تراتيل الوأد" رواية تناولت واحداً وأربعين يوماً من حرب الخليج الثانية. إحتلال الكويت عام 1991. وتأثيراتها على العراقيين البسطاء الذين حشرتهم الأقدار بين رحى الحروب الطاحنة والحصارات المركبة من جهة ورحى المصالح الفردية على حساب إنسانية الآخرين من جهة أخرى. سفر آلام عراقية لا شبيه لها. وهي أول رواية كتبت عن هذه الحرب.
