ليست أصول الدين الإِسلامي قاصرة على دعوة الخلق إلى الحق، وملاحظة أحوال النُّفُوس من جهة كونها روحانية مطلوبة من هذا العالم الأدنى إلى عالم أعلى، بل هي كما كانت كافلة لهذا؛ جاءتْ وافية بوضع حدود المُعاملات بين العباد وبيان الحقوق كُلِّيِّها وجزئيِّها، وتحديد السلطة الوازعة التي تقوم بتنفيذ المشروعات وإقامة الحدود وتعيين شروطها، حتى لا يكون القابضُ على زمامها إلا مِن أشدِّ النَّاس خضوعًا لها، ولن ينالها بوراثة ولا امتياز في جنس أو قبيلة أو قوة بدنية وثروة مالية، وإنما ينالها بالوقوف عند أحكام الشريعة والقدرة على تنفيذها ورضاء الأمة، فيكون وازع المسلمين في الحقيقة شريعتَهم المقدسة الإلهية التي لا تميز بين جنس وجنس واجتماع آراء الأمة، وليس للوازع أدنى امتياز عنهم إلا بكونه أحرصهم على حفظ الشريعة والدِّفَاع عنها.
