يتناول الباحث جدلية العلاقة بين الدين والسلطة انطلاقاً من مفهوم الحاكمية، مستعرضاً مراحل تطوّر هذا المفهوم بدءاً من الكتب الفقهية التراثية، مروراً بالإسلام السياسي المعاصر، وصولاً إلى الحركات السلفية الجهادية. ويقدّم مفهومه المعاصر للحاكمية الإلهية التي يرى أنها تمثّل الميثاق العالمي الذي يمكن من خلاله تحقيق السلام في العالم. والولاء له هو ولاء للقيم الإنسانية، ويتجسّد من خلال احترامه لهذه القيم وتمسّكه بها والدفاع عنها من منطلق قناعة شخصية مبنية على الانقياد الطوعي للحاكمية الإلهية. ويرى أن هذا الولاء الديني الإنساني هو الرادع لكل من تسوّل له نفسه ممارسة الطغيان على الناس لسلبهم حرّياتهم، وهو الذي يمكنه أن يحقّق السلام العالمي الذي يحثّ عليه الدين الإسلامي. يتابع شحرور في هذا الكتاب مشروعه النقدي التحديثي للفكر الإسلامي، مضيفاً لبنة جديدة إلى المنهج الذي يسعى من خلاله إلى إبراز عالمية وإنسانية الإسلام بوصفه رسالةً رحمانية، لا عقيدةً طاغوتية.
