عبد القادر رزيق المخادمي، باحث في الفكر السياسي والعلاقات الدولية.
ولد يوم الخميس 4 ربيع الأول عام 1370هـ الموافق (14) ديسمبر سنة (1950) في قرية المخادمة، التي تبعد بـ (45) كلم غرب ولاية بسكرة، التي تقع بمنطقة الزاب الغربي، التي من أهم قراه: ليوة، وبنطيوس، وأوماش، والتابعة إداريا إلى ولاية بسكرة المشهورة بزراعة النخيل، والتي تبعد عن العاصمة بأكثر من (400)كلم جنوب الجزائر.
وهو سليل الدوحة النبوية الشريفة، إذ ينتهي نسبه إلى الحسن بن علي بن أبي طالب رضي الله عنه، حسبما تشهد به شجرة سيدي موسى دفين بلدية الصحيرة، التي ضبطها العالم عبد المجيد بن حبة رحمه الله تعالى.
أنهى تعليمه في الكتاتيب بالمخادمة، والإعدادي ببسكرة، ثم الثانوي بالجزائر العاصمة، ولاحقا في سنة (1974) بكلية الحقوق والعلوم الإدارية بجامعة الجزائر، وتخرج منها سنة (1979).
مارس التدريس، والإدارة، وعمل أكثر من عشرين سنة في الصحافة المكتوبة والمسموعة، ومراسلا لصحف عربية ودولية، وقام بتحقيقات عالمية في عدة دول أبرزها: فيتنام، وتايلاند، وموسكو، وألمانيا، وايطاليا، كما أجرى عدة لقاءات مع شخصيات ورؤساء دول، وقام بتغطية عدة أحداث ساخنة، ومؤتمرات دولية، وشارك في ندوات فكرية عربية، وكان في جميع هذه الأحداث شاهدا ومراقبا ومحللا.
وقد مارس عدة مسؤوليات في الصحافة الوطنية المكتوبة والمسموعة.
صدرت له مؤلفات كثيرة في العلاقات الدولية (47) عنوانا، في كل من الجزائر، مصر، سوريا ولبنان، بعضها طبع أربع مرات، وترجم إلى اللغة الفرنسية.

يقوم مشروع الشرق الأوسط الكبير الذي طرحته الولايات المتحدة على تشجيع السياسات الإصلاحية والاقتصادية والتعليمية والسياسية في المنطقة العربية ودول غرب آسيا. ويطرح المشروع أمام المعنيين بهذه الإصلاحات خيارين فإما استمرار الوضع على ما هو عليه وبالتالي إفراز الكوارث والمخاطر وإما سلوك درب الإصلاح استجابة لنداءات المشروع الأمريكي.
وبين مؤيد للمشروع الأمريكي ومرحب به إلى متحفظ ورافض له يتواصل تفعيل المشروع على الساحة العربية بكل همة ونشاط من الصحراء الغربية إلى مقاطعة البيلينيس بباكستان، فبعد كوسوفو وأفغانستان، يتم احتلال العراق بعزل عن الرفض الواسع في العالم أجمع.
ما هي خصائص المشروع الأمريكي وحقائقه؟، أهدافه بعيدة المدى؟ ما هي وجهة نظر المؤيدين والرافضين للمشروع؟ لماذا لا تبادر الأنظمة العربية وتسبق الأمريكيين إلى الإصلاح والتغيير مادام الجميع يرون أنه مطلب ضروري وملح؟
هذه التساؤلات وغيرها هي ما يحاول الكتاب رصدها والإجابة عليها؟
