والباب الثالث من الكتاب حول النظام السياسي، ويتناول حكومة الرسول في المدينة، وعصر الخلفاء الراشدين، والخلافة والاستخلاف في الإسلام، والباب الرابع حول النظام الإدار، وفيه يحدثنا عن الدستور الأول للحكومة الإسلامية، والقضاء، وديوان المظالم، والحسبة
والباب الخامس حول النظام المالي، والباب السادس حول النظام الاقتصادي، والسابع حول النظام الاجتماعي، ويتناول في الباب الثامن النظام التربوي في الإسلام، والباب التاسع حول النظام العسكري.
