جاء الإسلام بنظام متكامل، يشمل الدين وما فيه من إيمان وعبادات، والدولة وما فيه من أبحاث وعبادات، والدولة وما فيها من أنظمة ومعاملات وقوانين وسياسة عامة، والحضارة وما يسعد الإنسانية ويعمل على تقدمها وازدهارها والإسلام، مع تحديده شكل الإيمان وأنواع العبادات، وضع الإطار العام للمعاملات المالية والاجتماعية والفكرية بين أتباعه، ودعا، ضم هذا الإطار إلى استخدام العقل السليم، وما ينتهي إليه من معرفة وكشف فكري وتقني. والعقل السليم، لا يمكن إلا أن يؤدي إلى الخير والحقيقة: وترك الإسلام لأتباعه التصرف حسب مقتضيات الأحوال في أمورهم الدنيوية، فيما لا يخالف الأسس التي نص عليها والتوجيهات العامة التي أوحى بها. فالنظم الإسلامية إذن، هي النظم التي اتبعها المسلمون في مختلف أشكال حكوماتهم ومجتمعاتهم، سواء ما ورد بها نص، أو اقتبس، أو وصل إليه الناس باجتهاد ورأي أو تجربة وصدفة، وإن كانت في بلاد إسلامية، ولمجتمعات يدين أكثريتها بالإسلام، وتخضع في إطارها العام لتعاليم الإسلام.
وفي هذا الكتاب يؤرخ المؤلف لهذه النظم الإسلامية، وهو في الواقع إنما يستعرض جانباً من حضارة المسلمين، عربا وعجما، ويصدر حياتهم، منذ جاء الإسلام بلوحة تبحث الروح في هذه الحياة، في الإدارة السياسية والجيش والتعامل الاقتصادي والاجتماع، تزدان بكثير من الزخارف التي تأتي على ذكر صانعي هذه اللوحة الحقيقيين دون التفصيل في سير حياتهم وأعمالهم، فتضفي عليها مسحة الجمال ودفق الحياة.
يتناول النظم الإسلامية التي اتبعها لامسلمون في مختلف أشكال حكوماتهم ومجتمعاتهم سواء ورد بها نص أم اقتبس أو اجتهد برأي أو تجربة، ويستعرض جانباً من حضارة المسلمين ويصور حياتهم منذ جاء الإسلام بلوحة تبعث الروح في الحياة والسياسة والجيش والاقتصاد والاجتماع، مزدانة بكثير من الزخارف في مسحة الجمال ودفق الحياة.
