عندما نتحدث عن حقوق الإنسان، يجب العلم بأن تلك الحقوق ليست بالحداثة فهى قديمة منذ نشأة الإنسان في بدء الخليقة، فقد إنتشر الحديث عن حقوق الإنسان في الوقت الراهن في شتى بقاع الأرض شمالا وجنوبا وشرقا وغربا، وكثرت التشريعات بإختلافاتها سواء تشريعات دولية أوإقليمية أومحلية، وكذلك إنتشرت الكتب والمقالات والتقارير المختلفة في شأن حقوق الإنسان، ولكن القلة القليلة تنبهت بأن تحقيق حقوق الإنسان وتفعيلها على المستوى اللائق والمرغوب يتطلب التحدث والتطرق وسرد وسن بعض تشريعات قانونية بشأن واجبات وإلتزامات الإنسان، فبدون التعريف والتطبيق لواجبات وإلتزامات الإنسان وبدون مراعاة تنفيذها، لن تتحقق حقوق الإنسان.
وتعتبر هيئة الأمم المتحدة الراعى الأول والمظلة الرئيسية لحقوق الإنسان من خلال جهاز تابع لها وهو المفوضية السامية لحقوق الأنسان، والتى لها ميثاقها ومبادئها وأهدافها، وتتمثل جميعها في تفعيل وتطبيق حقوق الإنسان في كافة الدول الأعضاء في هيئة الأمم المتحدة لتحقيق الأهداف المعنية بذلك الشأن.
وعلى الرغم من أن المفوضية السامية لحقوق الأنسان التابعة للأمم المتحدة تعمل بجد وتفانى في سبيل ذلك وصولا للغايات المنشودة، إلا أنها في حقيقة الأمر تصطدم بالواقع الملموس الذى يفتقد إلى تلك الآمال لتحقيق الأهداف المنصوص عليها في الإعلان العالمى الرسمى لحقوق الإنسان الصادر عن الأمم المتحدة. وجدير بالذكر بأنه بجانب المفوضية السامية لحقوق الإنسان يوجد العديد من المنظمات الدولية والإقليمية والمحلية المختلفة سواء كانت حكومية أم غير حكومية، وكذلك يوجد العديد من الأفراد/ الأشخاص الطبيعية كذلك وليسوا أشخاص إعتبارية، والذين يعملون جميعا فرادى وجماعات على نشر الوعى الحقيقى والإيمان به ومصادقته لتحقيق حقوق الإنسان في أكثر من دولة حول العالم.
