الكتاب يتناول موضوع حق النقض الفيتو بإيجابياته وسلبياته، والأساس النظري الذى بنى عليه حق النقض الفيتو من خلال الممارسة العملية مقابل دراسة بعض الحالات التي تأثرت به، ورأي بعض أساتذة القانون الدولي في المسألة والصوت الجديد الذى ينادى بإعادة صياغة نظام أفضل للتصويت في مجلس الامن الدولي يحمل معانى الديمقراطية ويعمل على تحقيقها على الصعيد الدولي، حيث أن حق الفيتو يعمل على عدم طرح أو ظهور القرار بالاعتراض عليه مرة واحدة ودون إبداء أية أسباب بمناسبة الاعتراض على القرار، وليس فقط مجرد الاعتراض عليه.
