يتناول الكتاب موضوع من الموضوعات التي يصعب التطرق إليها؛ حيث يوجد اعتراف بأن مجتمع المخاطر في الوقت الحالي هو مجتمع في حالة تشكل ولم تستقر ملامحه بعد... لتأتى جائحة كورونا التي أثرت على العالم أجمع لتمثل في الوقت الحالي محورًا أساسيًا للنقاش، وتؤكد حقيقة العولمة التي تعنى انهيار الحواجز بين الدول وانتقال السلع ورأس المال والعمال والأفكار والتعليم دون أي اعتداد يذكر بحدود الدول وبدون أي عوائق، وليضاف إلى ذلك انتقال الأمراض والأوبئة أيضًا، فلم تعد التفاعلات تقتصر أو تقف عند حدود الدولة الواحدة، ولكن أي حدث يظهر في دولة ما سرعان ما ينتقل إلى دول العالم أجمع، وجاء التطور في وسائط المعلومات والاتصالات ليؤكد ذلك ويعززه؛ بل ويفرض على المؤسسات التعليمية وعلى رأسها الجامعات أن تقوم بدور مهم في توعية طلابها بما يحدث في العالم ليس هذا فقط، ولكن مساعدتهم على اكتساب قيم المواطنة العالمية والتي تُعد من أصعب المهام في هذا العالم الذى يعيش في سياق تحوطه المخاطر ويتسم بحالة من عدم اليقين- إنه مجتمع المخاطر العالمي.
وتُعد تنمية قيم المواطنة العالمية ضرورة إنسانية ومطلبًا للجميع؛ ولذا فمن الضروري إعداد وتنشئة الطلاب وخاصة طلاب الجامعة على قيم السلام، والتسامح، والحوار، والتضامن، وحقوق الإنسان، والعدالة الاجتماعية، والديمقراطية، والتنوع الثقافي، والحفاظ على البيئة، والاستخدام الأمثل للتكنولوجيا، --- مع الاهتمام بالفئات المهمشة والتركيز عليهم، لأنهم أكثر الفئات المتأثرة بمجتمع المخاطر العالمي، والشباب الجامعي هم ثروة الأمم وأعمدتها التي تبني عليها آمالها وطموحاتها، وذلك حتى يستطيعوا مواجهة المخاطر العالمية بكل أشكالها، كالمخاطر الصحية والثقافية والاجتماعية والاقتصادية والسياسية والبيئية والمائية والتكنولوجية وغيرها، ويصبحوا قادرين على إدارتها وإيجاد حلول لها، بدلا من أن يكونوا ضحايا لها، على أن يكون من بين أسس المواطنة العالمية المحافظة على الانتماء الوطني، فلا تعنى العالمية تجاهل المحلية أو ذوبانها ولكن العكس هو الصحيح أي الحفاظ عليها وتنميتها.
