هذا الكتاب يوضح بشكل إجرائي كيف يمكن تطبيق التخطيط الإستراتيجي على مستوى منظمات التعليم قبل الجامعي من خلال تطبيقه على مدارس التعليم الثانوي باعتبارها محل أنظار جميع الدول العربية، وذلك من خلال فصول الكتاب الأربع، والتي تبدأ بالفصل الأول والذي يقدم إطارًا مفاهيميًّا يوضح مفهوم التخطيط الإستراتيجي وخطواته ومتطلباته. أما الفصل الثاني فيتعرض لاستكشاف البيئة الداخلية من عناصر بشرية ومادية ومعنوية. أما الفصل الثالث فيتعرض لعناصر البيئة القريبة من منافسين وعملاء ومنظمات وكيانات ذات صلة مباشرة وغير مباشرة بالمدرسة، وكذلك البيئة البعيدة والتي تتمثل في التغيرات السياسية والاقتصادية والاجتماعية والتكنولوجية ومدى تأثر المدرسة بها وتأثيرها عليها. أما الفصل الأخير وهو الفصل الرابع فيقدم نموذجًا إجرائيًّا مصغرًا لخطة إستراتيجية يمكن أن يحتذي بها عند تطبيق التخطيط الإستراتيجي المدرسي، كما أنها سوف تساعد متخذي القرارات على تعديل بعض التشريعات والقرارات الوزارية الخاصة بالمدارس مما يمكن الإدارة المدرسية - بمشاركة المجتمع الخارجي - من إعداد خطة إستراتيجية يمكن من خلالها الاستفادة من كافة الإمكانيات والموارد سواء كانت الداخلية أو الخارجية، وقيادة منظماتها نحو التغيير والتجديد المنشود، حيث إن المنظمة التي لا تغير وتجدد من نفسها فسوف يحكم عليها بالفشل وبالتالي الفناء، والثبات وهو طبيعة مغايرة لتغيرات العصر.
