تُعدَ ظاهرة ضحايا التنمر من احد الظواهر الخطيرة والتي تشكل تهديداً لسلامة وصحة الإنسان طفلاً كان أم بالغاً وفي مختلف الفئات العمرية، ولاسيما فئة الأطفال والمراهقين إذْ إنً لهذه الظاهرة تأثيرات نفسيه مادية ومعنوية وإذ يمثل التنمر التسلط باستعمال القوة أو الإكراه والعنف بغرض الإساءة للضحية وتخويفه وبث القلق والرعب والخوف في نفسيته، أو تعرضه للتهديد أو الاعتداء عليه بطرائق وأساليب مختلفة بقصد الإهانة واستعمال القوة أو الإكراه بغرض الإساءة أو تخويف الآخرين، أو أشعاره بالنبذ أو التحقير للذات ، وقد يعرضه للتحقير والتهديد أو الاعتداء الجسدي أو التحرش اللفظي أو الجسدي الى غير ذلك من الأساليب التي تشعر الذات بالإهانة والضعف للذات ومن الملاحظ أن الضحايا وجودهم لم يُعدَ مقتصراً على ساحات المدارس أو زوايا الشوارع أو مكان العمل.
