حظي موضوع إعداد العاملين وتدريبهم أثناء الخدمة بالمزيد من إهتمام المسؤولين والمدربين في الأقطار المتقدمة والنامية على السواء، وذلك على أساس إفتراض هام، هو أن المتعلم طرف إيجابي في العملية التعليمية، يشارك بفاعلية وحيوية إلى جانب المعلم، فهو قادر على التعلم الذاتي، وتوظيف خبراته التي يكتسبها، إذا أحسن المعلم إتاحة الفرص المناسبة لتعليمه، واتبع أسلوباً يسمح للمتعلم فهم وتنظيم وإستيعاب المعلومات والخبرات، ودمجها في بنائه المعرفي، واستخدمها في كل المواقف الحياتية وبعبارة أخرى؛ فإنه يجب أن ينظر إلى تدريب المعلم على أنها عملية ذات وجهين، وجه يتعلق بالأعداد قبل الخدمة، وآخر يتعلق بالتدريب أثناء الخدمة، ويمكن القول أن تدريب المعلم أثناء الخدمة أهم بكثير من إعداده للعمل قبلها.
إن برامج التدريب هذه بمثابة وضع حجر الأساس لبناء لم يكتمل بعد، ذلك أن إعداد المعلم قبل الخدمة ما هو إلا مقدمة لسلسلة متلاحقة من فعاليات وأنشطة النمو التي لا بد أن تستمر مدى الحياة.
لقد أكدت الدراسات التربوية المختلفة آن مستوى إعداد وتدريب المعلمين يتوقف على مستوى ونوعية مؤسسات الإعداد وإمكانياتها وقدراتها على إكساب المعلمين المتدربين لمهارات البحث والتجريب، ومدى إرتباط بين برامج إعداد المعلم وبين فلسفة وأهداف مناهج التعليم، العام، ووضوح وظائف وأدوار المعلم، وكذلك نوعية المعلمين المتدربين وأعمارهم وعدد الساعات المخصصة لهم للدراسة يومياً.
