تنظم القوانين في مختلف المجتمعات حقوق الأفراد وواجباتهم، ولكن هذا التنظيم يبقى نظرياً إذا لم يضع المشترع القواعد القانونية الضامنة لفاعليتها، خاصة بعد أن أصبحت الدولة هي المرجع الوحيد المختص بتأمين العدالة وانتفت قاعدة استيفاء الحق بالذات التي من شانها تغليب القوي على الضعيف.
وكان من نتيجة ذلك أن أصبحت السلطة القضائية مستقلة تماماً عن السلطتين التشريعية والإجرائية، فأنشئت المحاكم على إختلاف أنواعها وتحدد اختصاصها وكيفية عملها بموجب قوانين عديدة سميت "قانون الإجراءات المدنية"، واقترح لها البعض اسماً آخر هو "القانون القضائي الخاص". وهذه التسمية الأخيرة أصح وأشمل لأنها تتناول القواعد المتعلقة بالتنظيم القضائي وبنظرية الدعوى. لقد اعتمد المشترع الإماراتي التسمية الأولى.
بكلمة مختصرة، يمكن التعريف قانون الإجراءات المدنية بأنه مجموعة القواعد التي تنظم المحاكم وتحدد طرق الطعن والوسائل القانونية التي يجب أن يسلكها المتقاضون لإثبات حقوقهم عن طريق اللجوء إلى القضاء وذلك منذ لحظة تقديم الدعوى وحتى صدور الحكم وتنفيذه.
يتوجه هذا "الوجيز" ليس فقط إلى طلاب الحقوق، بل إلى شريحة أوسع من القراء من رجال القانون الممارسين جميعاً، فأتى مضمونه معمقاً، معززاً بالإجتهادات الحديثة مع خلاصات مفيدة عنها وشاملاً كل المواضيع التي تدخل في إطار الإجراءات المدنية، ما يشمع فضول القارئ في محاولة للإجابة على تساؤلاته كافة.
وقد أتى هذا الكتاب بسيطاً في سلوبه، واضحاً في منهجيته، يقبل عليه القارئ بشغف ومتعة علميين، بالرغم من مواضيعه المتشبعة، الجافة والمعقدة أحياناً.
