كان للقبائل العربية الموجودة في العراق إبان الحكم العثماني دور كبير، حيث كانت على الأغلب مناوئة للحكم التركي رافضة الرضوخ له، ومن أكبر هذه القبائل عشائر المنتفق التي ترجع بوجودها في العراق إلى ما قبل القرن الخامس الهجري على الأرجح، ولكن شوكتها قويت بعد قياد الدعوة الوهابية التي أقضت مضجع الحكم العثماني فحاول محاصرتها والقضاء عليها دون جدوى.
واستغلت القبائل ومنها بنو المنتفق انشغال العثمانيين بالدعوة الوهابية فاستولت على البصرة وغيرها. وتغاضى الترك عن حركات الأعراب وتصرفاتهم حتى سنحت لهم الفرصة فانقضوا عليهم وأخضعوهم لسلطان الدولة، ولكن الأعراب كانوا دائماً شوكة في عين العثمانيين، وكانوا يترقبون أيام الضعف أو انشغال الحكم فيحققون مكاسب قبائلهم وعشائرهم، وكانت العلاقات بين بني المنتفق والحكم العثماني علاقات كر وفر، ولكن السمة البارزة ذلك العداء للأتراك.
وظهر في بني المنتفق شيوخ ذوو مكانة عالية وحنكة وتجربة ومن أهمهم حمود الثامر الذي قوي أيام سعيد بك بن سليمان باشا والي بغداد والبصرة وكركوك، ولم يهادن الأتراك ولم يهادنوه وبقي مقاتلاً شرساً رغم أنه عمي في أواخر أيامه.
