يشكل المجتمع الريفي معظم سكان العراق خلال أواخر عهد الدولة العثمانية والعهد الملكي، حيث كان سكان الريف يمتهنون الزراعة والرعي ويسكنون في قرى صغيرة لا يزيد عدد سكانها على 50 شخصاً وبعضها قد يزيد عدد سكانها على (5000 شخص)، ومما تجدر الإشارة إليه أن العشائر تنقسم إلى بطون وأفخاذ ولكل عشيرة شيخ يدير شؤونها.
وفي سنوات الحرب العالمية الأولى (1914- 1918) واجه البريطانيون مقاومة شرسة من قبل عشائر لواء المنتفق، وعلى هذا الأساس وبعد إحتلال مدينة الناصرية في 24 تموز 1915 وتعيين ضباط بريطانيين بصفة حكام سياسيين لإدارة شؤون اللواء، أوكلت إليهم الإدارة البريطانية كتابة التقارير اليومية والأسبوعية والشهرية وإرسالها إلى مقر الدائرة السياسية في البصرة، حيث يتولى المسؤولون البريطانيون تبويبها بعد دراسة دقيقة، حيث يتعرفون على العشيرة وأصلها وموقعها ومدى تأثير هذا الموقع على القوات البريطانية، وعدد المسلحين في كل قرية، ولذلك تعد هذه التقارير وسيلة رقابية مهمة من وسائل الإدارة البريطانية.
