تشكل عمليات غسل الأموال إحدى أكبر التحديات المعاصرة التي تواجه المؤسسات المصرفية والمالية، لأن القوة الاقتصادية المكتسبة عن طريق الأنشطة غير المشروعة تعطي لمنظمات الجريمة سطوة على الاقتصاديات المختلفة، خصوصاً في حالة عدم وجود آليات رقابة ملائمة أو عدم القدرة على تطبيقها، مما يسهل مهمة المجرمين ويزودهم بحصانة فعلية.
يعد غسل الأموال امتداداً حتمياً للجريمة المنظمة كونه يفترض مسبقاً وجود شبكة إجرامية قادرة على إقامة آليات متطورة لإعادة تدوير رأس المال على المستوى الدولي، لهذا فإن الجريمة المنظمة ترتبط ارتباطاً وثيقاً بغسل الأموال، سيما وأن الغرض من غسل الأموال هو إخفاء مكاسب غير مشروعة دون توريط المجرمين الذين يرغبون في الاستفادة من عائدات أنشطتهم.
ونظراً لكون مشكلة غسل الأموال قد تجاوزت في عصرنا الحاضر الحدود الوطنية، بسبب التطور السريع في وسائل الاتصال والنقل والتكنولوجيا الحديثة المتطورة، فقد أصبحت اليوم تستأثر باهتمامات دولية وإقليمية ووطنية على كافة الصعد، في سبيل منع الأخطار التي يسببها غسل عائدات الأنشطة الإجرامية والاقتصادية الإجرامي على هيكل الاقتصاد المشروع.
يهدف هذا الدليل إلى مجموعة من الأهداف والتي من شأنها ضبط الإجراءات اللازمة لسلامة العمليات المصرفية للبنوك، وحمايتها من سبل الاحتيال المصرفي في هذا المجال، وتعزيز أنظمة الرقابة المصرفية، وبالتالي المحافظة على سمعة البنوك التجارية محلياً ودولياً، لأن انهيار أحد البنوك نتيجة لعمليات غسل الأموال يمكن أن يعاني النظام المالي بأكمله للبلد، وأحياناً قد يؤثر على المنطقة كلها.
