الغجر أو الزط أو القرباط أو أي اسم أردت أن تناديهم به، هم مجموعة من الأقوام شاءت لهم الأقدار أن يتوزعوا بإرادتهم الحرة بين جميع شعوب العالم، ودون أن تكون عليهم أي التزامات تفرضها حقوق المواطنة على الشعوب الأخرى. فهم لا يلتزمون على سبيل المثال بالقضايا الجمركية أثناء حلهم وترحالهم من بلد إلى آخر. وكذلك لا يلتزمون بقوانين الجنسية التي تفرضها الدول على رعاياها، ولا يسجلون أبناءهم في سجلات النفوس، ولا حتى زيجاتهم وطلاقهم.
إنهم شعب ارتضى لنفسه أن يعيش خارج الحضارة، ويتمسك بمفاهيمه ومعتقداته المتوارثة من جيل إلى جيل وبسرية كاملة.
فما اصل هذه الأقوام التي تعرف عنا كل شيء ولا نعرف عنها شيئاً؟
