تكتسب الدراسة أهميتها من كونها تطرح إشكالية العلاقة بين التنمية والنفط في العراق، ويفحص الكيفية التي مارس فيها النفط تأثيراً سلبياً في نمط التنمية في البلد، كما أن أهمية الدراسة تأتي من المدى الزمني لها، ذلك أن تضمين المستقبل يكسبها أهمية إضافية، من خلال رصد حركة متغيرات التنمية في المستقبل في ظل التطور النفطي في الإنتاج والأسعار، وأثرهما في حجم عائدات النفط، والخيارات المطروحة أمام صانع القرار الإقتصادي.
إن جوهر المشكلة التي تعالجها الدراسة يكمن في التأثير السلبي للنفط في نمط التنمية في العراق، ذلك أن النفط لعب عبر الزمن دوراً سلبياً في تحديد إتجاهات التنمية، عبر إرتباطها بمدفوعاته التي قيدت فرص التنمية حينما انخفضت، وأغرت صانع القرار الإقتصادي والسياسي بالتصرف بما يهدد التنمية عندما ارتفعت.
وإن هذه المشكلة يمكن أن تمتد إلى المستقبل، رغم إتجاه البلد نحو بناء الديمقراطية، فقد يدفع النفط بإتجاه تشويه الديمقراطية نفسها، من خلال توكيد الإتجاهات الإستبدادية التي تبدو في أشكال جديدة تتناسب مع حقائق المرحلة وطبيعتها.
