تشير بعض المقارنات الدولية إلى أن العراق، في سنوات ما قبل غزو الكويت، كان في قمة السلم بين البلدان النامية من حيث نسبة دخل الفرد إلى الناتج الإجمالي القوي. ولكن بعد الغزو حدث تدهور كارثي في اقتصاد العراق. وهذا ما ترجم إلغاء نصف قرن من النمو والتحسن في مستوى معيشة غالبية السكان ولكن ماذا حصل لاقتصاد متميز بغناه في الاحتياطات النفطية، الإمكانيات الزراعية، المصادر المائية، مستوى عال نسبياً في التعليم والمهارات، بلوغ درجة ملحوظة في امتلاك التكنولوجيا الأجنبية والخبرات، وتوازن في ميزان المدفوعات والاحتياطات النقدية وتاريخ طويل من الجهود المرموقة لتطوير وتنويع اقتصاده؟ إن محور هذا العمل هو البحث عن تفسير أو تفسيرات لما حدث من انهيار غير مسبوق أو غير متوازٍ.
لهذه الغاية، ركز الفصل الأول على فحص الدور الحاسم لقطاع النفط في الاقتصاد العراقي، أما في الفصل الثاني فقد ركز على سياسات العراق التنموية في الخمسينات، وفي الفصل الثالث تم تقييم خطط التنمية في العهد الجمهوري 1958-1968، وفي الفصل الرابع تمّ تحليل فلسفة حزب البعث الاقتصادية واستراتيجيته للتنمية وخططه، يتفحص الفصل الخامس عملية ضياع التنمية التي بدأت مع اندلاع الحرب العراقية الإيرانية 1980-1988، ويحلل الفصل السادس النتائج الاقتصادية لاجتياح الكويت 1990 وتأثيرات الحصار الذي فرضته الأمم المتحدة على الاقتصاد العراقي، في الفصل السابع يتم تقييم الإنجازات والإخفاقات الاقتصادية في الفترة 1950-1993، وفي الفصل الثامن هناك محاولات لتسليط الأضواء على الآفات المستقبلية للاقتصاد العراقي على ضوء الدمار الاقتصادي الذي سببتاه حربا الخليج.
