يمثل هذا الكتاب محاولة لعرض وتحليل تطور مجموعة من أهم المتغيرات والعلاقات والسياسات الاقتصادية في العراق خلال تاريخه الحديث الذي يمتد لفترة طويلة نسبياً. ومن بين جوانبه المتعددة يتناول دور وتفاعل الأزمات المختلفة التي مر بها البلد خلال الأربعة عقود المنصرمة في تواضع الاهتمام، أو غيابه، في تبني منظور/ استراتيجية وتنفيذ سياسات وبرامج جدية طويلة الأمد لتحقيق تنمية مستدامة (أي تنويع اقتصادي مستدام) وبما يحقق الهدف المزدوج لارتفاع المستوى المعيشي للسكان وتأمين الاستخدام لقوة العمل المتزايدة. إضافة لذلك فأن العرض والتحليل الذي يتناوله الكتاب ومن ضمنه ما يتعلق بتبعات وآثار الفخ الريعي، من ناحية، وتفاعل العلاقات المجتمعية، من ناحية أخرى، على الإدارة والسياسات الاقتصادية والاستراتيجيات التنموية، يفيد في تشخيص المسببات لاستمرار هذا الفخ وتواضع إمكانيات الإفلات منه. ويمكن أن يساعد ذلك، بدوره، على صياغة استراتيجيات وبرامج ومسارات لتحقيق تنمية اقتصادية مُستدامة تساهم في تحقيق السلام الاجتماعي والوفاق الوطني في العراق.
في هذا الكتاب يطوّر الدكتور علي خضير مرزا رؤية علمية في «الاقتصاد العراقي» وفي المنع الوقائي للأزمات الجيوسياسية ويحلل العوامل المسببة لهذه الأزمات خلال أربعة عقود غابت عنها الاستراتيجيات التنموية حتى قيل عنه نتيجتها "اقتصاد أزمات" وليس "اقتصاد أداء" و"تنمية مستدامة". من هنا تأتي أهمية معالجة الكتاب لقضايا ملحة في تاريخ العراق الحديث وخاصة تلك المتعلقة بالموارد البشرية والمائية والقضايا النفطية والزراعة والمناخ والتصنيع والمركزية واللامركزية والفدرالية وخطط التنمية والاستيراد والتصدير والتعليم وتقديم اقتراحات مفيدة لمستقبل العراق على صعيد السلام والتعاون المتبادل.
