تعرضت الولايات المتحدة الأمريكية في الحادي عشر من سبتمبر 2001 إلى هجمات إرهابية، تمثلت في تدمير يرجى التجارة العالميين وضرب مبني البنتاجون ومقرر وزارة الدفاع، وهو الحدث الذي امتدت أثاره ليس فقط على الولايات المتحدة بإعتبارها الدولة الضحية في هذه العملية، حيث يمكن القول أن هذا الحادث قد أصبح علاقة فارقة في تاريخ العلاقات الدولية، مثله في ذلك مثل الأحداث الكبرى التي يقسم بناء عليها تاريخ العلاقات الدولية مثل الحروب النابوليونية والحرب العالمية الأولى والحرب العالمية الثانية وسقوط حائط برلين.
يهدف هذا البحث إلى تحقيق عدد من الأهداف أهمها: "التعرض للإشكالية التي تواجه مسألة تعريف الإرهاب والتي تزايد الحديث عنها خاصة في فترة ما بعد أحداث 11 سبتمبر، عن طريق طرح جميع الرؤى الخاصة بتعريف الإرهاب والإختلافات التي ثارت حولها وتبنى تعريف محدد تسير عليه الدراسة فيما بعد"، "إبراز الفرق الواضح بين العمليات الإرهابية التي ترتكب ضد المدنيين وبين العمليات التي تقوم بها حركات الكفاح المسلح من أجل نيل إستقلالها مثل حركات المقاومة الفلسطينية"، "التعرض إلى مسألة الإنتهاكات التي تحدث لحقوق الإنسان في كثير من الدول والمرتبطة بمكافحة الإرهاب، والوقوف على الخط الرفيع الذي يفصل بين حق الدول الطبيعي في الحفاظ على أمنها القومي، والذي يعتبر الإرهاب أحد مهدداته من جانب، وبين ضرورة أن تكون هناك معايير وقواعد ثابتة تضمن إحترام حقوق الإنسان تحت أي ظرف سواء كان هذا في وقت السلم أو الحرب من جانب أخر.
